Liber Pharmaceuticals’ statement on ingredient safety and device design of its Nicovape Q products
Recent media reports have raised concerns about the chemical composition and aerosol emissions of some vaping products supplied through Australian pharmacies. While the article (link here) does not reference or relate to Liber Pharmaceuticals’ (Liber) Nicovape Q products, we recognise that such reporting may cause understandable concern among pharmacists, clinicians and patients about all therapeutic vaping products.
Liber developed Nicovape Q specifically for the Australian therapeutic vaping framework and engineered the system to comply with the stringent requirements of the Therapeutic Goods Administration’s (TGA) standard for therapeutic vaping goods (TGO 110). From the outset, Liber has applied pharmaceutical-style discipline to both liquid formulation and device design.
Liber has consistently emphasised the importance of purpose-built therapeutic vaping products rather than adapting consumer devices originally designed for the recreational market. In its submission to the TGA’s consultation that informed the current regulatory framework, Liber advocated for stronger pre-market toxicological assessment of vaping products.
Molecularly defined ingredients
Nicovape Q liquids use a deliberately simple formulation: nicotine, propylene glycol, glycerol, purified water and flavouring components.
Nicovape Q flavourings are molecularly defined and assessed through a structured safety review process. Each flavouring component undergoes hazard screening and a toxicological risk assessment before being included in the formulation. This process evaluates toxicological data, inhalation safety profiles and potential degradation pathways during heating. Ingredients that cannot be clearly characterised or assessed are excluded.
This conservative formulation approach minimises uncertainty and ensures the aerosol profile remains predictable and well understood.
Aerosol purity and metals control
Trace metals in aerosol emissions are a recognised concern in inhalation technologies. Nicovape Q was designed to minimise this risk.
Liber’s cartridge architecture separates the heating element from the liquid reservoir during storage, preventing prolonged contact between the liquid formulation and metallic components and reducing the potential for metal leaching during shelf life.
Independent aerosol analyses of Nicovape Q conducted under realistic conditions of use did not detect metals.
Materials selection and avoidance of ceramic heating elements
Many vaping devices use porous ceramic heating structures. While these materials can perform well thermally, questions remain regarding the potential for ceramic particulate emissions under certain operating conditions. There are currently no widely accepted standards for manufacturers to reliably exclude this type of contamination.
Given the limited independent data available on ceramic particle emissions from vaping devices, Liber chose not to use ceramic heating materials. Instead, Nicovape Q uses a well-characterised wick-and-coil architecture controlled by a microprocessor-regulated heating system. This approach delivers consistent aerosolisation while avoiding the uncertainties associated with ceramic heating technologies.
A medically oriented design philosophy
The therapeutic vaping pathway in Australia exists to provide adult smokers with a regulated alternative to the illicit market. Achieving this objective requires products engineered with safety, transparency and reproducibility as primary design principles.
Nicovape Q reflects this philosophy through tightly controlled formulations, conservative materials selection and extensive analytical testing.

TGO 110 compliant Nicovape Q stock is now available to order via API, Sigma and Symbion
- All SKUs of repackaged Nicovape Q are now available to order via your preferred CSO wholesaler (API, Sigma, Symbion). If any Nicovape Q SKU appears unavailable in your wholesaler ordering portal, please place a backorder to secure stock from the next delivery.
- New PDE codes have been issued for these products – the old PDE codes are no longer valid. A product list with new PDE codes is available here.

Please continue to hold your existing non-compliant Nicovape Q cartridges in quarantine
while we await a formal decision from the TGA regarding our application for Section 14A consent to supply this stock – please see Liber’s Product Notice issued on 10 October 2025 for more detailed information.
This is a temporary hold on the supply of old (non-compliant packaging) Nicovape Q stock, pending the TGA’s decision. Any information in relation to potential claims, credits or stock swaps for non-compliant Nicovape Q stock will be communicated once we have clarity from the TGA.

Existing patients: New products are now in stock, plus home delivery
This update is for people who are currently using Nicovape® Q for smoking cessation or the management of nicotine dependence.
What’s happening?
Your pharmacy may have recently told you about a temporary disruption to the supply of Nicovape® Q.
Nicovape® Q with non-compliant packaging has been replaced, in line with the new regulations – new products are now in stock and available for your pharmacy to order.
Please note, for patients in WA, Menthol (formerly Coolmint) in Q20, Q35 and Q50, and Classic (formerly Classic Tobacco) in Q20 are currently in stock, with all other Nicovape® Q variants available for your pharmacy to order from 4 November.

Transition to Nicovape® Q2 System Complete
In June 2024, Liber Pharmaceuticals launched its updated Nicovape® Q system, the NVQ2, in compliance with changes to TGO 110 – the standard for therapeutic vaping goods. The revised TGO 110 improved safety and quality requirements for NVPs, and limited permitted flavours for therapeutic vaping to mint, menthol and tobacco.
Whilst the existing Nicovape® Q A1 range met the requirements of the new TGO 110, and continued access was important to ensure continued supply to existing patients, Liber has completed a six-month transition process for Nicovape® Q A1 users to the new NVQ2 product and now wishes to remove the Nicovape® Q A1 from circulation.
From January 14th, 2025, Liber Pharmaceuticals has instructed all wholesalers to cease ongoing supply of the following affected Nicovape® Q A1 SKUs:

Note regarding launch of new Nicovape® Q device and cartridges
In late June 2024, Liber launched the new Nicovape® Q system, the A2 model – more broadly referred to in the market as the Q2.
The new Nicovape® Q system (the Q2) has an increased capacity cartridge and more advanced electronic controls compared to the original (A1) system. As such, the device and cartridges of the Q2 Nicovape® Q system are not compatible with the original A1 Nicovape® Q system and vice versa.
The A1 Nicovape® Q system was removed from GP prescribing software at the end of June, therefore no new prescriptions for the A1 will be issued.
Patients currently using the A1 device may continue to be dispensed compatible A1 cartridges while they remain in stock, however, all new patients will be prescribed, and should be dispensed, the new Q2 Nicovape® Q system.
Note for Prescribers:
Please encourage your patients to contact Liber’s Customer Support team at support@liber.com.au prior to having their prescription dispensed to be directed to their nearest pharmacy holding stock of the new Q2 system.

For reference in the dispensary:
- The Q2 device is readily recognisable by the ‘NFC Enabled’ logo on the lower right-hand front side of the device packaging. The A1 device does not have this.
- A1 cartridges are 1.5mL capacity in 59 mg/mL, 35 mg/mL and 20 mg/mL concentrations.
- Q2 cartridges are 2.0mL capacity labelled as Q50, Q35 and Q20 reflecting the respective concentrations.

Existing stock of the original A1 Nicovape® Q system should be retained to support patients with a current prescription for that product.
